WHAT IS PEAC?
The Department of Education (DepEd) contracts the Private Education Assistance Committee (PEAC) to administer the Senior High School Voucher Program (SHS VP). PEAC acts as the trustee of the Fund for Assistance to Private Education (FAPE), a fund established to support private education in the country.

WHAT IS SHS-VP?
The Department of Education developed the Senior High School Voucher Program (SHS VP) to provide financial assistance. This program offers subsidies in the form of vouchers to qualified learners attending participating private or non-DepEd public senior high schools.
HOW TO APPLY? (FOR NON-ESC GRANTEES)
- Go to https://ovap.peac.org.ph and create an OVAP account by following the instructions. As a Voucher Applicant (VA), you must use a working email address that you can access.
- Check your email for a verification email and verify your email address to activate your OVAP account.
- Log in to your OVAP account using the email address and password you provided during signup.
- Complete all sections by providing the requested information.
- Download the required documents. The system will automatically generate these documents with pre-filled information based on your details.
- Scan and upload the required documents in the OVAP:
- Signed and notarized Affidavit of Family’s Financial Income.
- Signed parent consent form.
- Certificate of Financial Assistance received from the JHS (if applicable).
- Review your application, attest to it, and submit it.
- Check your application’s results through OVAP.
- Download the Qualified Voucher Applicant (QVA) Certificate. Submit this certificate to the SHS where you plan to enroll as proof of your entitlement to the voucher.
AMOUNT OF THE SHS VOUCHER
A beneficiary from a PEAC Certified Private School will receive 80% of the voucher value, amounting to Php 18,000 or as directed by PEAC. The grant will deduct this amount during the last payment period of the school year.
TERMINATION OF THE SHS VOUCHER
You will lose the subsidy if you:
- Drop out during the school year
- Do not reenroll for the following school year
- Fail to be promoted to the next grade level or are retained at the same grade level
- Transfer to a different SHS within the school year
- Transfer to a DepEd (public) senior high school
TRANSFER AND SHIFTERS
If you wish to retain the voucher subsidy, you may:
- Transfer to another non-DepEd SHS only after completing Grade 11
- Shift to another track or strand after the first semester of Grade 11 in the same school or in another VP-participating SHS.
